A 40,000-square-foot office fitout delivered under tight deadlines

EagleBank’s new headquarters occupies three floors of a prominent Bethesda office building, formerly known as the Clark Building. The space was transformed into a modern, flexible workplace for EagleBank’s staff, including open desk areas, private offices, conference facilities, and employee lounge.
SWA was engaged by Stoiber + Associates to provide commissioning services for this office fitout after working with our engineers on previous projects. SWA supported the project team from design reviews through final inspections to achieve compliance with ASHRAE 90.1-2022 and optimize building systems for long-term performance.
The project was delivered on a fast-track schedule, with SWA conducting functional testing and helping secure final energy inspections within weeks. Our consultants proactively coordinated with the contractor and controls team for a seamless integration of new Schneider Electric DDC controls and the retrofit of legacy systems.
SWA’s work extended beyond compliance. Our team identified opportunities to reduce simultaneous heating and cooling, corrected lighting control sequences for energy savings, and helped the project team meet critical occupancy deadlines.

Our Work
High Standards for Energy Performance
To further reduce excess energy consumption, our engineers verified and corrected automatic lighting controls to ensure private offices operate with manual-on and auto-off functionality to prevent unnecessary lighting use during unoccupied periods. We also recommended more aggressive airflow setpoints for cooling-only VAV boxes to reduce simultaneous heating and cooling.
Seamless System Integration
One unified control system enables long-term operational efficiency, more precise energy management, and ease of maintenance. SWA facilitated the integration of new Schneider Electric digital controls with the building’s existing pneumatic systems by leveraging our deep familiarity with both legacy and modern systems. This retrofit approach improved the responsiveness of the chilled water air handlers serving the EagleBank office floors.

We mobilized quickly to complete functional testing and align with EagleBank’s final inspections and move-in timeline. By setting clear expectations from the outset, our engineers could ensure that testing occurred at exactly the right moment in the construction sequence. Their responsiveness helped avoid costly delays and supported a smooth transition into the new headquarters space.
