State Government Partner Programs
With decades of field experience and technical expertise under our belt, SWA maintains smart and efficient working relationships with a wide range of state government-sponsored energy incentive programs and efficiency efforts. As state governments enact legislation and allocate funds toward greening residential, commercial and institutional buildings, SWA helps owners and developers benefit from both the environmental and financial benefits of going green.
New York State Energy Research and Development Authority (NYSERDA)
SWA’s many years of working with NYSERDA in a variety of different capacities is an indication of our knowledge of the agency itself, the contracting process, the customers, and the regional considerations for each project.
FlexTech Program NYSERDA's Flexible Technical Assistance Program (FlexTech) helps eligible facilities contract with qualified engineering firms for technical assistance in lowering their energy costs. SWA has been a FlexTech contractor since the program’s inception. Eligible applicants include NYS industrial, commercial, and institutional facilities, state and local governments, nonprofit and private institutions, public and private K-12 schools, colleges and universities, and health care facilities. Facilities must pay into the System Benefits Charge to be eligible. FlexTech’s goal is to increase the productivity and economic competitiveness of participating facilities by funding technical studies on the implementation of cost-effective energy efficiency measures, carbon reduction measures, peak-load curtailment, Combined Heat & Power (CHP), and renewable generation projects.
FlexTech Pilot Benchmarking Program NYSERDA has also recently launched the Pilot Benchmarking Program to specifically assist owners and developers of buildings larger than 50,000 sf, who are now required by Local Law 84 to pursue benchmarking. The Program provides benchmarking and onsite operational assessments focused on identifying energy efficiency measures that could be funded in part through other NYSERDA programs. The Pilot program covers the cost of a walkthrough audit.
SWA provides energy modeling, auditing and full implementation services for the FlexTech program as an official FlexTech Consultant.
FlexTech Energy Audit Small businesses and nonprofits are eligible for a free audit. State and local governments are eligible for audits on a cost-shared basis, with a $100 fee for facilities with 10 or fewer employees and a $400 fee for facilities with greater than 10 employees.
Energy $mart Multifamily Performance Program (MPP) As a partner in NYSERDA’s Multifamily Building Performance Program, SWA helps existing buildings improve their performance, achieve the ENERGY STAR® label, and earn NYSERDA incentives.
New Jersey’s Clean Energy Program
The New Jersey Clean Energy program offers a multitude of financial incentives for all customer types, ranging from solar/wind credits and rebates to free benchmarking. Through the NJ SmartStart program, customers can receive incentives for equipment upgrades. Funding is also available through the comprehensive Pay for Performance Program and through cost-sharing in the Direct Install program.
Local Government Energy Audit (LGEA) Program SWA is pre-qualified through the Local Government Energy Audit (LGEA) Program to provide ASHRAE Level II energy audits— 100% reimbursed by the Clean Energy program— to New Jersey-based municipalities, school districts, housing authorities, nonprofits, and state colleges and universities. The goal of the audit is to evaluate the energy efficiency of the facilities and provide recommendations of ways to reduce operating costs. Since the program’s inception, SWA has worked with 100+ municipalities to perform more than 400 audits. Each audit is performed in less than 60 days and has projected more than 35 million kWh and 4.7 million therms in savings.
Pay for Performance (P4P) Program Launched in March 2009, New Jersey Clean Energy’s Pay for Performance (P4P) Program offers incentives to existing commercial, industrial, institutional, municipal, educational, healthcare, and multifamily buildings with an average annual peak kW demand electricity usage of more than 100 kW (with exceptions for some building types). As an approved ENERGY STAR Partner, SWA is qualified to help owners and developers approach building upgrades comprehensively with P4P.
